Presumably for kids to play on, before the days of over the top "elf and safety" regulation.

The Friends of the Pudsey Roller website says that the roller (reg WR 7508 ) was built by Fowler's in 1921, and was supplied to West Yorkshire County Council, but it is not known if it was ever used in Pudsey. It was bought by Alderman Sir Walter Ward in 1959, and he presented it to the former Borough of Pudsey, who put it in the park for the amusement of children. The roller was removed in 1990 for safety reasons.
