I think the former drinking fountain might be the answer, as this could be the original base after it was removed.If you examine the picture blown up,you will notice behind the shoes of the speaker on the top of the stone, what appear to be the remains of bolts for holding something on top of it.

There is one of those big blocks of stone on Harehills Park too. http://goo.gl/maps/ZuT9FI've often wondered what is was. I'll look on the map and see if there was a drinking fountain nearby.
