I'm not sure they are barrage balloon moorings. On Googling, most appear to be concrete with iron hoops set in them, sometimes with a pair of ramps/stops for the winch lorry, as here.As for "speakers" stones, I think they would have been grander affairs in a Victorian park than the stones pictured by Weenie. They look quite old, and have been carved for some specific purpose, IMO, although this might not be their original position.

As the Barrage Balloons get most of the vote, come to think of it, during the 80's i remember seeing many of these Balloons in sky but more of the Blimp style. that reminds me something else to add to the things we dont see anymore ? Weenie
