The GPO hatches (I've looked on streetview) look to me like standard carriageway manhole covers. They're a very old type like you say, but as the road hasnt properly been resurfaced for a good few years then theyve been left in situ and not reset/replaced with the newer cast iron covers.

There was indeed a White hall on Whitehall Rd Hippo, which gave its name to this road - alas it wasn't in Leeds but in fact very close to Hipperholm cross roads on the outskirts of Halifax which is the same Rd.There is a pub on the cross Roads called the Whitehall and the pub sign shows a picture of the old White hall that stood on the location.
