Abandoned Padlocks.

While walking across Otley Bridge the other day, I noticed lots of padlocks attached to the wire mesh on the side of the walkway. There were over forty of them, fairly evenly spaced and mostly small, inexpensive ones. I've noticed this on other railings too.Is it some sort of good luck "tradition" like hammering coins into fallen tree trunks, or the workings of an obscure religious sect? Or are cyclists just good at losing their keys? Anyone else noticed this?
