This is on the roadside directly above Oil Drum Beck just where Abbey Road becomes New Road Side.is it the boundary for Leeds and Horsforth?

Skipton?) above and below.Is that what you mean?? It's on old sign and it does indeed mark the old Leeds City and Horsforth Urban District boundary.......From the days Horsforth was a "Town" of sorts. Still is really.

My map says the beck is the 'Boro-const-bdry'.

It looks a bit like the stone has been chiselled above the "T" marker, as if to remove some lettering?
