In this context, and at that time, the word 'waste' just means 'not inhabited or cultivated'

Carr is of Viking origin and means boggy ground.

Here is a pretty good slide show of the history of Kirkgate going back to middle ages. It has the remains of old walls uncovered by the demolition of the White Cloth Hall. We weren't looking for artifacts, just cursing the rubble pile of bricks at the time
